Default Marquee selection doesn't work if modifier key gets released before the mouse (FIXED)

Marquee selection does not select any notes if the modifier key gets released before the mouse in the MIDI Editor.
Expected Behaviour:


Actual Behaviour:



Steps to reproduce:
* Go to Editing Behaviour > Mouse Modifiers
* Set context to ----- Midi Editor > left drag
* Make sure Default action is not set to "Marquee select notes"
* Set Ctrl to "Marquee select notes"
* Start doing a marquee selection in the MIDI Editor, release Ctrl before releasing the left mouse button

REAPER version: 6.01
OS: Windows 10

Further Notes
* I know some may argue that this is a feature, I would argue that it is not, as what the user sees is not what they get
* Marquee selection works as expected in "Track > left drag" context

How about not releasing the modifier until you are done selecting?

The behaviour works the way i suggested in the arrange view, and in fact, there are very good reasons for that, leading me to believe that this behaviour is unintended in the MIDI Editor.
