Default VST loss

I have been using Reaper for some time,
and recently made it a portable installation
so I could take it with me, wherever.
That all went fine, and was working nicely
However,
now I'm getting this kind of message
whenever I try to load any previously worked on project

There were 116 media items in the project that were of a type that require an extension plug-in (the instance that saved the project had the extension plug-in).

I have all my VST DLL's in a file on one of my portable drives, as before
not inside that Reaper application itself
but in the 2nd drive that holds the Reaper data ,
not the drive that holds all the VST sample data , which is considerable.
I have it correctly linked inside the preferences as well.
However, there is still an instance of Reaper on my C drive from before I went portable, and this is where I am not sure what I've done incorrectly,
or how to rememdy this

any thoughts or instructions would be hugely appreciated
as, at the moment , I have access to nothing from the past
I can pull up VST's for new projects, but old projects get the same type of message.
Help?

sounds like you are saying it's a particular type of media files that are missing - is it possible it could be mp4 or something that relies on VLC or something like that?

no, I'm not saying anything
I just quoted the error message that reaper is giving me
hoping that would help
all files in every project, be they VST , WAV, mp3
are all coming up öffline"
and no sound,of course
but the project files are there

the reaper error msg is as follows -

"There were 116 media items in the project that were of a type that require an extension plug-in (the instance that saved the project had the extension plug-in)."

the error msg is always this , and only the number of items changes, due to the particulars of each project

ok, my wording was wrong, sorry, what i meant was "sounds like Reaper is saying...."

Anyway, maybe you have overwritten or deleted the "Plugins" folder that is part of the Reaper install?
