Default Making a blank Template project, but not having it load plugins for empty tracks?

I am making a Template project in Reaper for when I start a new project.

This is about 17 empty tracks with plugins on them (synths, EQs etc).

At the start, the 17 tracks will be empty of course, and I am trying to cut down on loading time.
Is there a way to say to Reaper, "If the track is empty, then don't load any plugins on that track" ?
E.g. like freezing a track until I want to use it...

All you can do is offline the plugins then save it as a template project.

are they all the same plugins on every track?

maybe make and save one or more FX chains, then make the template with empty tracks and load the FX Chain as desired...
