Default MIDI device reset on configuration change

Hi,

This is arguably a feature request, but it feels like a bug, so I'll put it here. I have a number of MIDI devices which are attached via USB -- they are enabled in REAPER, but they aren't always connected or powered on.

When I turn them on/plug them in, REAPER gets a notification from the operating system (at least on macOS) that the MIDI configuration has changed. I would expect REAPER to perform a MIDI device reset in this situation, so that I don't need to open the preferences or run an action to update my available devices (or unavailable, if I turn something off).

Presumably something similar is available on Windows, but I haven't done my homework.
