Can't drop png images on a track

I have done some video/audio work with Reaper so I know the basics. But, I can't drop/import an image file on a Reaper track. The cursor is a circle with a line through it as I hover over the track. Is there something I need to have checked??? I'm running the latest version.

Yeah, that's it, THANKS. I was running Reaper as Admin. Very counter intuitive. Didn't expect to have security issues running as Admin.
