An easier (maybe) way to do it is to allow markers to have their independent timebase and not having them share their timebase with items and envelopes
Cubase handles this very well with the ability to have more than one Marker track:
It would be cool to have this on Reaper but I don't think this is strictly necessary actually, it would be enough just to have the option, for every single marker, to have it "locked" or "unlocked" to SMPTE or, in Reaper terms, to have different timebases as an option.
This way we would be able to have "Movie" markers that have to be Time based and SMPTE locked, and also have "Music" markers that lock to a specific bar and beat.

Resurrecting this post and expanding on this a little more..
-In the "edit marker" action dialog box there could be a menubox that allows you to choose between "time" and "beats (position only)"
-in the Region/Marker Manager window there should be a new column named "timebase" displaying the time base status for each marker, with the ability to edit the timebase for multiple markers.
-It would be great to have some sort of visual feedback in the main window so we can differentiate between time and beats markers without consulting the region/marker manager. The "beats" markers for example could have a diamond or a triangle shape while the "time" markers could retain the current shape.
-I am unsure if the "Timebase for items/envelope/markers" in "Project Settings" should be changed to "Default timebase for items/envelope/markers" since you will be able to set markers timebase independently this setting is now defining default behavior of newly created markers, otherwise specified.
