In general, it is better to set the listening hardware set-up in order to have a phisical volume control after the DAC, so as to have the Reaper or any audio software master set to have the maximum possible volume before clipping.
In this way, when you export you don't have to touch anything. You can adjust the listening volume anytime and master plugins work the same way indipendetely of the listening volume.
If your soundcard can't do this or you don't want additional hardware, in Reaper you can setup a bus like it is the master (all tracks ouput on this bus), place all master plugin in this bus. Then route this bus to master.
So you can manage listening volume by the master volume.
Remember to put the master to zero dB when exporting
I use Izotope Ozone essential, I like it. I have already used other similar plugins in the past. Ozone is not very different, as a utility to recover a bit of dB it's fine. Don't do the first mix with Ozone active.
Make the better mix you can, then activate Ozone, then refine mixing.
