Default ?Freeware Image editor with Layers?

I downloaded PC Image editor

with does good with saturation, hue and stuff, but for building these things, have the ability to move layers would be real useful.

Anyone know a good complete package that is a give away.

white tie posted this in another thread, i've been messing around with it today. its pretty great. attached is a reaper button I made with it today. theres a bunch of walkthroughs on youtube that you can find to make cool things. have fun!

Paint.net 3.08 (easier than GImp, but Gimp is very good)

gimp is great, but for windows users it might be strange to handle.
there's no "main window", the menus behave in strange manners...
it's still a very powerful tool, and to make windows users feel more familiar using gimp, a guy transformed it to what he calls "gimpshop", that is gimp, behaving and looking more like other windows programs.
just go google for gimpshop.

Thanks for that tip! Cause I was one of those dumbo's who couldn't get grips on Gimp's window views whereas the features impressed me.
