Virtual Keyboard " Send all even when inactive.." always on?

Is there a way to always have the keyboard setting when you right click on an empty area: "Send all keyboard input to Virtual Midi" always enabled?

Hi I found an action for the "Send all input to VKB"
But is there a way to make an action that not only toggles through on / off, but makes it forever enabled?
