Default Track Audio Time Adjustment for Syncing?

Hi

I use Reaper to recorder skype conversations in multiple tracks. The skype's output(the other persons audio) is directed into a track and I put the track into a monitoring mode to hear from reaper, not directly from skype -- so that I can adjust the volume or apply plugins freely real-time. However, one problem pertains. The skype video and the audio I hear from reaper do not sync well. It is very confusing to watch the other person speaking as I hear them unsynced some hundred milliseconds.

The video stream lags behind. I don't think I can easily speed up the video. Easier path would be delaying the reaper track's monitoring.

What are recommended ways to compensate for this? (My idea is using a time delaying VST plugin, maybe)

It's is possible to delay the audio by inserting the JSFX plugin "Effects\delay\time_adjustment"
and set the number of milliseconds needed.
