Adding custom actions to Actions menu depends on item order

Custom actions/labels/submenus added to Actions Menu are being shown only if added before "Show recent actions" menu item.

I can confirm it. 5.32 32bit, Windows 7 64bit.

Confirmed too. (5.33pre2, W10 64bit)

To me it seems there are some actions working as "master" or "root" actions and override menu entries following afterwards.
