GetProjectStateChangeCount() detects change in selection without it being enabled

Maybe i misunderstand the mechanism but the function keeps counting changes in selection despite item, track and envelope point flags being OFF at Preferences -> General -> Undo settings -> Include selection:

Changes in time selection and cursor position (two other flags) are only counted when the flags are set.
