I have no idea about that track 1 problem in your video. But there is a solution to the "Error opening devices" nag screen. It's just telling you what MIDI inputs could not be opened, and it doesn't matter when they were used the last time...it might be well in the past. You can either tick the "Do not show this window again" or click the MIDI devices button and check there if all your inputs/outputs are current.

You can set all the inputs which you don't want to see again to "Forget device" from the right-click menu over the given device in the list. If on the other hand some device is marked as "not present" in the list, but should be enabled, better check what is the problem with that device/connection.

Have you tried doing a clean download and installing a portable version of reaper? Thgis puts a new, clean install set to factory settings on your computer without affecting your existing reaper install. Once you have that, you can see if you still have the record enable/disable issue.
If you dont the cause is likely to be something you accidentally or deliberately did to you original install & you`ll need to put your sherlock holmes deerstalker cap on.
