Default Dragging and dropping AI from Project Bay is just possible in top track

When an Automation Item (AI) is tried to be dragged and dropped from Project Bay to any track envelope lane, it's blocked (not allow to drop) except to envelope lanes of top track.

Quote:
- Open a new project.
- Create a couple of tracks.
- Select both and press "V" (in order to see amplitude envelope lanes)
- In track 1, insert an AI (with Alt + drag, as instance)
- Go to Project Bay (Ctrl + B), Automation Items tab.

--> Try to drag & drop to amplitude lane of 1st track: it should work.
--> Try to drag & drop to amplitude lane of 2nd track: it seems to be locked (here is the bug)

- Change the order of the tracks (now first is track 2, and second one is track 1)
- Go to Project Bay, Automation Items tab again.

--> Try to drag & drop to amplitude lane of 1st track (which is track 2 now): it should work.
--> Try to drag & drop to amplitude lane of 2nd track (which is track 1 now): it seems to be locked
So, the conclusions are it's just allowed to drag and drop AI from Project Bay to envelope lanes of the top track. The rest of the tracks envelope lanes are blocked to drop them.

Tested on latest Reaper verion (6.11), Windows 10 64 bits.
