Default Waveform glitching and audio too much off against waveform

Playback is too much desynchronized, so I can not adjust envelopes visually by waveform. When played envelope volume adjustment is off.

Do you need example project file with source audio?

This bug was shown only when I used aac audio track demuxed (using ffmpeg) from mp4 file from camera.
When I opened original mp4 file in Reaper, everything works.

all these bugs may be related:

to replicate: Insert AAC file into Reaper, zoom all the way into the waveform anywhere you like, place edit cursor there and hit s to create a split. You will see the right item shift a little and when zooming in and out at the split's location you will see the adjacent waveforms at the split point jump around depending on the zoom level. Also, playback across the split will be glitchy.
