MIDI CC messages "Stuck"

So I have a Strymon Timeline that is connected to receive MIDI from Reaper. So far everything works in the sense that reaper is in fact getting the messages to the strymon and triggering the correct commands however, Reaper is sending a CC message upon playing as well as when stopped if i select a place along the sessions timeline in reaper. I suspect there is a "stuck" midi CC message as when writing the CC event into Reaper, there seems to be a shaded area to the right of the event as if the midi note is "on" but never sends an "off" message. Has anyone ever dealt with this before?

In preferences, go to Audio -> Playback.

In the section "Reset MIDI CC/Pitch on:" make sure that "playback stop" is checked.

Unfortunately this seemed to have no effect. It seems almost like the CC message in reaper is "sustained" as the area to the right of the midi cc event is shaded blue almost as if the message is suspended or sustained.
