How to render video faster?

Hi, I've dragged a dozen images into Reaper to make a storyboard, with no FX or sound, and just want to render them out to a small 640x480 ten minute video.

I thought it would be instant, but every video format I try at low res, with 2 fps, takes several minutes to render. Is there a quicker way?
