Default Stop/Start Lag

I've searched but haven't found a solution for this.
Over time, Reaper starts to lag when I stop, start, or mouse click in the tracks window, for 5 to 10 seconds. The cpu isn't being taxed, It can happen at 25-30%. I'm running Superior Drumer 3, Slate, Fab Filter pro eq2, Arousor etc. Can't find any plugs that might be the culprit. Are there and settings in the preferences that might help? I have anticipative fx processing on and pretty much default on most other settings.
I'm on Windows 7, an old i7 2600 with 16 GB ram, RME Digiface clocked by a UA 2192.
Other than this problem, and being long in the tooth, It has been a solid rig.
Any help is appreciated.
Thanks

Do you have a bluetooth audio device that's not present? My start lags badly if my bluetooth keyboard isn't turned on, although I haven't noticed a problem with stopping.

I don’t have a Bluetooth audio device, but I have a Bluetooth mouse and keyboard. They seem to be responsive, whether I mouse click on the play or stop buttons on the transport, hit the space bar, or mouse click in the tracks window while playback is happening. But, Reaper still freezes for 5-10 seconds.
When first opened, the sessions seem to work fine, but over time This gets progressively worse.

I have tried a lot of different things, and still can't figure it out.
I tried an earlier version of Reaper, a different graphics card, changed a lot of the settings in preferences, updated my bios, updated RME drivers, ran the project from a different drives, systematically disabled plugins, and still don't have a solution. I even did an upgrade to Windows 10, and while Reaper feels just as solid as before, this stop/start lag still persists. Seems the longer the session plays the longer the lag time is. Everything just freezes for 5 seconds or longer.
Any help is appreciated.

Just made the discovery that there is a momentary dip (not spike) in cpu usage when the lag happens. Might this indicate anything?

Not sure if this is going to help, but I had what sounds like the same problem. For me, it was all about saving the undo hx to file.

Thanks for the reply Tesgin. I looked in preferences, and "Save Undo History" in project settings was already unchecked. In the general>Undo tab I've got the max undo memory set to default 256 mb, and "When approaching full undo memory, keep newest undo states" checked.
Still scratching my head on this one.

Here's a screenshot of the cpu cores. Notice the dip, that's when I press play.
