Default Double notes when recording MIDI overdub. A bug?

I noticed a strange problem with MIDI overdub recording.
When recording first time into a new MIDI item everything works fine. But when I record second time to the same item in same time position Reaper doubles every note. The double notes do not get recorded to the item but I can hear them with some plugins. For example FM8 will create bad phasing sound when it receives those double notes.

Here is an example in Reaper 6.04 x64 portable install in Windows 10.

Is this a bug?
Is there some setting to prevent those double notes?

I believe this is a bug.

I've reported it (https://forum.cockos.com/showthread.php?t=230673) and at least a few others seem to have it.
