Unfortunately I didn't found such effect in reaper. Perhaps it's the reasult of my bad english, that I didn't found the right one.

If you want a mouse to sing like a lion - first right click on the track, go to "item processing" and select "normalize selected items" - this will bring the highest peaks up to 0dB - you may have to lower the track's gain a bit after doing this by clicking near the top of the waveform and draging down (you'll know you have it when the cursor turns into an double sided arrow)
Then, insert reacomp into the FX list, and try this out (in the picture below) - Then lower the threshold until you get about 10dB of gain reduction ... you can also raise the gain of the "wet" slider to boost volume *After* compression.
Search around for the presets - there are some for reacomp and reafir among others.
As far as delay, there are lots of jesusonic delays.
