Gstreamer support for Dolby Atmos decoding/encoding

I was briefly looking into the open source code released by Dolby

And i was wondering if it's Copyright/possible to create an Atmos encoder for gstreamer.
And from then basically capture 128 out streamed from reaper over TCP to a gstreamer based encoder.
I think this is mostly what Dolby is doing.

Any thoughts?
Also is reaper using gstreamer as well?
