Default CSI "Always-on" mapping to one FX

Is there a way to setup the zones so that a control surface is always mapped to one FX, regardless of what track is selected or whether the FX is in focus?

We run the SSL Sigma 16-channel summing mixer in the studio and it is controlled via a VST (see attached) that is loaded on the mastertrack. We would like to control this VST via a Behringer BCF2000 as if it is tied to the plugin. Using the plugin is great as it provides visual feedback (because the hardware unit itself doesn't show the faders etc.).

So, basically, we want to start Reaper, put the VST on the mastertrack and have it linked to the BCF2000.

Currently, it's fine loading it on, say, track 1, select the track and the effect can be controlled. But we want to be able to control the VST without having to select any track at all.

I think you can use either the native Learn function, or use ReaLearn

Yeah, CSI may not be the best tool for this particular job but I'm pretty sure the native learn can do exactly this.
