Export/Import .ReaperKeyMap files enhancement

For export - an option to export them without shortcut data so they can be safely shared.

For import - a warning if some imported custom actions have shortcuts assigned or that there's a clash between these and the ones currently active. Without it there's always a risk of tacitly overwriting your own shortcuts.
Or even better, either import ignoring shortcuts altogether or an option to include/exclude them.

What do you mean exactly by it? The purpose of keymaps is to share shortcuts and nothing else. So sharing without shortcut-data means, you don't share anything at all. Am I missing something?

Yes, i think so. In my experience what's mainly shared is custom actions, and these can have shortcuts attached to them which upon import will change their association if identical shortcuts already exist in the recipient's Action list. This happened to me once after which i became careful.
