Sounds like you have something weird going on with your existing install. Two things to try.
1. Download and install reaper, but this time check the portable install box when installing. This will open a new folder on your C:\ drive (assuming you are on Windows) which will contain a new, factory fresh install of reaper. If this one works OK, you have an issue with your old install which is affecting the new one.
So....
2. Uninstall Reaper & either start using the protable install, or delete the portable install folder & re-download/install Reaper from scratch.

Of course, make sure you save all your projects safely somewhere if you choose that method.

I had a similar thing once.
You should not have to uninstall.

Make sure you do not have Reaper running when you try to update.
To check it is properly closed run Task Manager, look in the processes tab.
If you go for a complete new install remember to copy out the extras you added like lame, license etc.

Lame has been built in for several versions now, Robert.

Some other program is using that dll? Or maybe an orphaned Reaper process that lost its GUI is running in the background?
