#2 yes.
#1 you can create a custom "track layout" (if there isn't one already), that can hide what you don't want to see/use on a folder track (or any track really) - so you could remove the record button - or remove everything if you wanted and it just looks like a divider. However, by default the audio from all the tracks within it flows through the folder track on it's way to the master track; allowing you to use it's volume fader as a master for all the children.
Therefore, you can set the record mode to "record output" and record everything coming from child tracks to the folder track as sort of a burned in sub mix. Or any other reason one might want to "bounce" the child tracks in some form - or it could record directly from some outside source, reaper allows tons of ways to do things.
The folder track minus its ability to have children is mostly just another track, do with it what you want.
