Unable to create Custom Toolbar

In version 5 I had created a custom toolbar as per chapter 15 of the Reaper Users Manual, when I upgraded to version 6 I lost the toolbar. Not sure if I installed 6 correctly/location. When I tried to create a new toolbar I go through the steps but it does not save the title or any actions/buttons I add. Other odd thing is the "Recent Projects" only shows one project I started in 5. It appears all other functions work correctly.
Thanks in advance for any help with the menu issue.

sounds like you have a different folder for the resources on one of your installs

this can be avoided IF you do portable installs where everything that belongs to reaper is all kept in subfolders right inside the main install

Edit - Not that far into using/customizing Reaper, went back and watched Kenny's video on portable installs and decided to clean off all versions and start fresh with portable installs. I can again save custom toolbars. Thanks for pointing me in the right direction.
