Default Custom Toolbar icons not being recognized

I wanted to add some custom icons to the 6 Theme's toolbar, so I downloaded a bunch (including some hilarious Clowns from Hopi; always good to see you) but Reaper is not recognizing them. I put them in the Roaming/REAPER/Data/toolbar_icons folder; is this wrong? They come in their own folders and I've tried adding them as folders and also adding some individually without using folders at all.

For many of the icons you will need to unpack (unzip) the default theme.
Find the Toolbar icon in the image folder you've just unpacked and replace it or change the color.

You can leave the theme unpacked and use it as is, but I suggest you change the theme name and it's image folder name to signified it's been modded.
If you change the name you will also need to use the Theme Tweaker to set the theme to use the renamed image folder.
Use the Browse at the bottom of the tweaker to navigate to the folder.

It is. You want to go to your Reaper resource path (options > show REAPER resource path... ) then to data / toolbar_icons.

They don't show up there, either. Maybe it's something I don't understand about how to load them? Right now, in the folder you mentioned, I have a folder of icons from the big 4500 icon set, and I've also tried the Clowns set from Hopi there; none of them show up.

Here's what I'm trying; maybe someone can tell me what I'm doing wrong:

I load the Default theme, so we're all on the same page.

Since I want to edit the icons in the main toolbar, I right click on an empty space and select "Customize Toolbar", which brings up a selector pane where I can pick which item I want to edit. I pick on, eg Enable Grouping, then click on Icon down at the bottom of the pane, then Change Icon. I am presented with a large group of icons which never varies no matter what I have in that folder. These all work (I can select them fine), but I don't like the color scheme, which is why I'm trying to change it.

If I try the IMPORT button, it goes to a different folder and looks for a Menu Set. The import button does not recognize any of the files in the icons folder if I navigate there, so that's not the right procedure anyway.

I must be making some elementary mistake.

I'll mess with this, but it's really the default theme I want to change. So I would rename copies to something like Test.ReaperTheme and Test.ReaperIconsZip, right? Then do I re-rename it to give it a .zip extension, unzip it, change things, and rezip it using the ReaperZip extension?

Is there a tutorial on how to do this somewhere? I am looking at this thread right now: https://forum.cockos.com/showthread.php?t=172341 because it's all I can find so far.

I figured out how to edit some of the icons in Photoshop (really, all I want to do is get rid of the weird green tint, which I hate); a simple operation in Photoshop with the HUE. However, many of them seem to be hard-coded into Reaper because they don't show up in the folder; the magnet for SNAP ENABLED, for instance. It's in the icon selector but there is no icon with its name in the folder. This happens with the icons that are basically just gray and switch to green when activated. The ones with more colorization (the gun, for instance) are editable because I can find them. But the ones I want to replace are the basic green ones.

For some reason, now I am able to copy icons into that folder and have them be recognized, and I have edited enough now that I'm happy with the way Reaper looks. Thanks to everyone who responded. I don't know why they wouldn't show up in the Reaper change icon thingie, but it works now.
