Default How to prevent file copy for project

I want to create a project that opens the files where they are located rather than copy them to the saved project dir. I can't seem to find a setting to change the behavior. I know that reaper has the setting when saving a project but I do not want to duplicate the files(too much wasted space). I'd also like to prevent the project from actually modifying the files or creating junk files in the alt directories.

Misc files scattered through HD -> Import in to reaper project -> Save project to some dir, files should not copy but be referenced by their original location.

Even if I save the project and uncheck the copy files checkbox it still cops the files when I drag and drop them in.

I'm not worried about the dependencies it creates, the files are scattered but in relatively fixed locations.

Options -> Preferences -> Media -> untick 'Copy imported media to project media directory' should do, if I understand correctly.

wow, shouldn't that be a per project setting? If I untick and then copy the files over and then retick for other projects, is it going to bite me later on?

BTW, when I try that, strangely enough, the items then fail to import ;/ renaming the files from .vob to .mp4 work but then there is a audio latency delay.

Indeed, and it will be in Reaper 5.93. (It's in the current pre-release already.)
