Default How to mute/unmute all the pads of my drum-sampler via controller?

In the most general sense,
but if there's one controller especially suitable for that, i probably will buy it.

Perfect would be one with a bunch of pads (or keys, if necessary) to trigger the sounds in general, but with a function to set them in a mode where they can mute/unmute themselves instead of sound triggering.

Currently i try out different things:
Reaper's MIDI-learn is capable to assign note numbers to parameters, but by velocity only, right?
So, an on/off state would result in hard/soft = mute/unmute. Somewhat odd...

A workaround would be to realize something on MIDI-level with a dedicaded plugin, just for muting/filtering specific notes in realtime.
Or maybe there's a midi sequencer (software/hardware) with such a functionality?

I assume, even the most expensive solution would be a controller with 64 pads for sound triggering and another 64 pads for the mute/unmute task could have issues, covering all 128 midi notes...

Any suggestions, thoughts..?

Ah, btw, the drum-sampler is tal-drum.
