I don't think you can say one or the other is always best. It depends on your particular hardware and drivers. (WaveOut is rather old.)
For playback, either one should work. If you are recording and/or doing real-time monitoring, you might need to experiment.
If you have an audio interface that includes
true ASIO drivers, it's
usually best to use ASIO (as long as you are using REAPER or another application that supports ASIO).
