Can Reaper stretch videos?
When time stretching a video item, only the audio is affected - am I doing something wrong?.

Not that I would have ever tried, but I would argue it probably can't (satifyingly)
The thing is, for time stretching video you have essentially three options:
1.) Frame cutting/doubling
2.) Frame blending
3.) Motion Estimation (optical flow)
Whilst the first two would be quite easy to implement, they both look pretty terrible in most cases. The third can look quite good, but is potentially a bit more difficult to get right (and is computationally expensive)
Given that Reaper is not really designed as a video tool, I thisnk this would go a bit far...

yes you can stretch video with
- item properties play rate
- alt-drag item edge (playrate)
- stretch markers
in this tutorial I show how to ramp a video playback rate down, then up again with text generated and automated to follow.

I stand corrected.
I like this software already and yet it still surprises me.
(In cases where you don't start out with high speed footage, you will see the effects I was mentioning, though)

of course, but sometimes that's ok. For my tutorials I'm often speeding up footage where there's no action, and sometimes I need to freeze frame something to fill a gap where I've replaced dialog.
