No or crackling audio in projects

Some of my projects have no audio.
Some of my projects have audio, but it crackles.
I have:
rebooted
nuked and installed behringer asio 2x
reinstalled reaper
removed behringer usb audio in device manager, then re-added
some projects without audio will play audio files in Media Explorer.

I don't know what step to take next. Anyone?
