Default MIDI editor navigation separate from main edit window?

So I'm trying to figure out if the actions for navigating the MIDI editor window are separate from the actions that control navigating the main edit window. I ask because the two behave entirely different from each other. For example, I set my actions for 'View: Scroll horizontally (MIDI CC relative/mousewheel)' to be triggered by 'Shift+Mousewheel, and it does so in the main edit window, but when I try it in the MIDI editor window, it's all different. How can I set the two to behave identically? I can't seem to find an action that looks like it's strictly for the MIDI editor, unless this is a job for Mouse Modifiers in the Preferences, but I haven't found it there either. But I know Reaper. It could very well be going right under my nose!

in the top right corner of the action list there is a "section" selector where you can view / edit your actions for different screens / scenarios.
