Reaper won't play unless I hit record

So here's a weird one.....

I hit play and Reaper does play. If I engage the click I'll hear a single click but that's it... it stops immediately.

If I hit record.....everything is fine. It plays back.... but I'm in record.

All scripts and controllers are disabled. Audio interface is fine and works in a portable version of reaper and other DAWS. External Sync is disabled.

Any suggestions? I'm think I hit some odd key combination but restarting the system should have fixed that.

I accidentally triggered a send all notes off button but it toggled instead of being momentary.
