This is MASSIVELY missing from Reaper. And this really should be a native solution... and not an insert or plugin.
In Cubase, Nuendo, Logic etc., each track has a delay setting that can be positive or negative (for modern library latency compensation -- Legato, etc.). It is important that the
MIDI be negatively delayed as opposed to the audio output of the VSTi, this is because the latter makes it impossible to play in real-time. With a negative
MIDI delay however, if set to negative, there would be no change on recording parts, only on playback of the MIDI (this is intentional) -- for how can you negatively delay something played in real-time?!
