Theming/WALTER question

I haven't spent alot of time theming in previous versions, but I have created a couple of themes and tweaked other's themes, without issues. When I look in REAPER\ColorThemes\, I see two files, Default_3.0.ReaerThemeZip and Default_4.0.ReaperThemeZip. I assumed that I could copy one of these files, unzip it, rename it, and start tweaking it to my liking. When I do this, and load the copied theme in Reaper, I see the 1.x theme, which is unexpected. What might I be doing wrong?

Properties->Appearance->Theme Editor-> [x] Theme uses image resources [name of the skin]?
