midi clock accuracy

The title kind of sums it.
On the same system I have abelton 10 and Reaper 5x.
The clock send is extremely sloppy in reaper . It has latency
and to make it worse it is not consistent latency it can vary every time i
hit play .
OTOH when i use the abelton clock to drive external midi instruments
it is pretty robust and super tight.

So as of now i am forced to used Live for triggering \ sequencing midi for external hardware and then pipe back the audio into reaper,

This has been an ongoing problem and would love to see this fixed unless i am doing something wrong here.
