Default (Possible?) Use MIDI CC "A" to switch routing of MIDI CC "B"

To extrapolate, I'm trying to use a toggle on my midi controller to swap functions of adjacent control knobs. For example, I can map four knobs to my vst which control ADSR of Envelope generator 1, but I would like to use a toggle switch to make those same knobs control EG 2.

The toggle has 3 positions functions as so:

Controller, Channel: 1, Number: 88 (), Value: 0
Controller, Channel: 1, Number: 88 (), Value: 64
Controller, Channel: 1, Number: 88 (), Value: 127


I already have SWS, recently downloaded a seemingly handy VST called ReaLearn by Helgoboss in my search for an answer, but I still seem to come up empty handed.

Reaper version = 5.962 X64
SWS version = 2.10
MIDI controller= Korg minilogue via USB (although MIDI connx is an option if needed)

Can it be done with what I have? Am's yer dhuum?? Or worse... USCWAP&SOL?!

Depending on the plug-in, this might work:
-- "MIDI Learn" the 4 knobs to the ADSR of Envelope generator 1
-- change the MIDI channel on your keyboard to, say, 2
-- "MIDI Learn" the 4 knobs to the ADSR of Envelope generator 2

Plug-ins in Reaper receive MIDI on all channels so notes on any channel will be played. But if you change the channel while playing a note it will not end.

If that does not work, you could use a JS FX and MIDItoReaControlPath to change the MIDI CC messages to different ones. but that gets a bit messy.

Thats a great jumping off point, at least. I will look into those, maybe there is a command ID or action which will allow me to use the message from the toggle to switch between the MIDI channel of my controller. I'm not familiar with working with a JS in that way but I will route through it and become so and report my progress.
