is this recording higher tunned?
This is an old song

It starts with B minor but it seems it is not tuned the way it should be
or it was because it is an old recording?
OR is it not tuned to 440 ? Anybody can give me an idea?

I didn't listen but in the old days...
1. Tape machine or between machines/transfers the speed could be a little off on one or more of them.
2. Sometimes producers would purposely speed up the tape to make the song more upbeat etc.
3. Some non-easily-tunable or similar instrument everyone else tuned to that wasn't exactly 440.
4. Common to tune 1/2 step down on guitars, though that's 1/2 step, not just a little off.
If we go back to the 70s and earlier, you can see live bands tuning by ear to each other on stage with no real reference because they didn't really have tuners. Or everyone tuned to the keyboard and so on. So if it's a tad off, it's likely any of the above or a few I forgot about.
Historical note: Since I came up in the days of albums and cassette/8-track tapes which themselves were also not that consistent with speeds... Imagine having to constantly retune your guitar for pretty much every song you wanted to learn every time you wanted to work on it, all the time.

That is right. Old days things were very different.
I am trying to learn the song I noticed if I tune my guitar to 446 it is more understandable .

One other possibility...
Folks will "Speed Something Up A Bit..."/"Slow Something Down A Bit..." in an attempt to trick the "You Do Not Have Permission To Use This..." Algorithm.
Seems like it could be something as simple as that.
That said, it's just as likely that it could be any of the possibilities already mentioned.

OK one question
Is there a way to change the Master Pitch from 440 to something else?
So I can play the music and work on it?

Maybe try ReaPitch? Not ideal but may work if you are learning or just playing along to a song assuming you don't want to speed or slow it just a tad to get it in tune. There might be another method I'm not thinking of.

Yep - stick reaPitch on the track FX and adjust the Shift (cents) by whatever you need, by ear.

ReaPitch is heavy. Just change the pitch of the item and glue.

If you can get the audio into REAPER you can change the original song's pitch in the item properties.
