Default Midi program change sent regardless of playback position

I have a midi item which sends program change. It is at certain position in song, say verse 1, but if I play verse 2 (which is long after midi item ended) it still sends the program change for some reason.

I have a feeling this might be a setting somewhere but I don't know where/how it's named.

Hope I explained well, any ideas ?

not sure i understand - why is it a problem if the MIDI item has ended?

I have Midi item in verse 1 sending program change to turn on say chorus pedal.
The item only contains that single program change, and there are no further midi items.

Now I place cursor at verse 2 (past the midi item), manually select say flanger, and play the 2nd verse, but Reaper again sends Chorus select message even though there is no midi item in verse 2.

IOW, it seems to always send last midi program change regardless of playback position.

Shortest explanation:
Program change is at bar 1. I play bar 2, but same program change is sent anyway. Same if I play bar 100.
So it sounds more like a feature than a bug, so I hope there's an option/setting for it.

I can make a small video to demonstrate if I failed to explain again.

Sounds right to me. If playing from the beginning, that Program Change would still be active after the MIDI item has finished. Playing from any position after the Program Change message should reflect that.

Well, in some cases it makes sense in others it doesn't.
Is there a setting to defeat this behavior ?
