Default 'Alt'+Mousewheel on Windows to Scroll Timeline Unwantedly Selects Reaper Menu Bar

Hey there,

I'm on Windows, I frequently use Alt+Mousewheel to scroll my timeline view.

Issue:
Now every time I do that - every time I press Alt - the File dropdown menu of the Reaper menu bar gets selected, meaning that if I want to use shortcuts for editing in succession to scrolling in timeline, I cannot do it, since Reaper is looking for that shortcut *within* the newly selected File menu.
Problem is that even if I release my finger from the Alt key, the menu bar is still selected.

Question/Solution:
I'm wondering, is that a Windows thing that the Alt key automatically selects the menu bar?
Or can I tweak something in Reaper, for instance to *only* select the menu bar *while* Alt is being pressed and deselect it once I release my finger from the Alt key (so that the immediately following shortcut affects the timeline content instead of the menu bar)?

Hope I expressed this clearly enough, it's kinda hard to explain.
If you need any further info, let me know.
