Default Track height bug: not locked, yet none of the actions work!

The last track in my project is stuck at the minimal height. All tracks above it are fully expanded. The shortcuts to adjust selected track height should work, but none of them do - not even scrolling the mouse wheel using a modifier. The only way to get it working normally again is to click and drag the bottom edge of the track channel strip in the TCP/main edit window.

I've seen this happen other times with tracks in other positions in a project as well, not just as the last track in the project.

Here are the stats of my system and REAPER version. However, I've also noticed the same problem on my MacBook at home which is using a different version of REAPER.

REAPER v5.962/x64 rev b51146 (Nov 16 2018)
OS Name Microsoft Windows 10 Enterprise
Version 10.0.17134 Build 17134
System Manufacturer LENOVO
System Model 30B4S0UR01
System SKU LENOVO_MT_30B4_BU_LENOVO_FM_ThinkStation P510
Processor Intel(R) Xeon(R) CPU E5-1650 v4 @ 3.60GHz, 3601 Mhz, 6 Core(s), 12 Logical Processor(s)
BIOS Version/Date LENOVO S00KT52A, 8/12/2017
SMBIOS Version 2.8
Embedded Controller Version 16.29
BIOS Mode Legacy
BaseBoard Manufacturer LENOVO
Installed Physical Memory (RAM) 64.0 GB

I hope there is a fix for this soon, or there is one already and someone can tell me about it. Tired of needing to manually grab and resize track heights every time this bug pops up.
