Default Apple Podcast best practices - mp4 and Loudness Metadata

Apple recently sent out a message with updated podcast author best practices. They recommended two things, and I'm wondering if anyone knows a way to do this when rendering the track in Reaper

1. Use mp4 format
2. Include average loudness, dynamic range, and peak information in the metadata.

AAC is easy if you have a mac

FWIW I still export my podcasts as mp3, upload to soundcloud and iTunes picks it up from there.

The loudness metadata thing probably has to be done inside iTunes. My usual mp3 tagger doesn't have those options.

As usual, they're very vague on the instructions.

I'm not on my Reaper machine, so I can't have a look. But I seem to remember a set of Apple plug-ins "Mastered for iTunes". These can also be user for podcasts, I presume?
