That's probably somewhere in swell and Justin hasn't gotten around to doing it yet. But the source code is there for anyone that wants to have a go

I'd be cool with a button that lets me launch my OS's file browser at the folder REAPER is currently looking in, so I could see what the icons actually look like for a second before selecting one.

Something like that ought to be sooper easy to implement. Execute a user defined command and tack REAPER's file browser location on as an argument.
