Importing regions bugs with quote and accent (FIXED)

Bug 1
New character added at the end of a region.

Add region named
Code:

Voici une "région" bugguée.
```
Export region Aas CSV using region manager : CSV is fine.
Import it back replacing existing region: you should have a region named

Bug 2

UTF8- decoding issue

Add region named

sometimes characters aren't escape right.

instead of just ""é""

(note that only R3 has a problem at export, it as more quotes than needed).

Can we get a fix for this, please? Bounce Boss is implementing export of time-stamped client feedback as CSV for REAPER, but this will obviously be a problem with these current issues.

So, the only solution to overcome this is to write our own export / imort functions.

1 and 3 are the same bug, which should be fixed in 6.47rc1 and later. Number 2 I am not able to reproduce, it's possible it was fixed sometime in the past. Are you able to confirm this is all working in 6.47rc2?
