Locked Item and "select all items" weirdness

I have experienced this going either way when a single item is locked and you you perform the select all items action (Command A) and then try to move the items.

Either it behaves as if all items are locked and doesn't let you move OR behaves as if none or locked and movers them all in an unpredictable way... Unless I'm wrong, it doesn't make sense for a locked item to move even if part of a selection where there are unlocked items.
