Default Trigger actions with midi while Reaper is out of focus

I use a midi foot pedal controller to control transport in Reaper as well as control as some outboard guitar processing gear via scripts.

A problem I frequently run into is I'll be working in Guitar Pro and want to use my foot controller to switch guitar FX or control transport, but Reaper will not trigger midi actions unless the Reaper window is in focus. It seems the actions I trigger will queue up until Reaper regains focus. Is there any way to allow midi-triggered actions to happen while Reaper is unfocused?

In case anyone else finds this thread, I was able to find a solution (Big thanks to ReaperBlog.net!)

In Preferences->Audio I had "Close audio device when stopped and application is inactive" checked. Unchecking this allowed me to trigger actions with Midi when Reaper was out of focus.
