What is this MIDI message?

I was going through Reaper's action list and trying to set up some nice toolbars, and I stumbled upon:

Set CC lane to Program

and

Set CC lane to Bank/Program Select

How are these different? Which should I use if I want to cycle through programs and or banks?

They are different views of the same thing.

The Bank/Program Select is much easier to use as it display the Program names (as long as a .Reabank file is loaded) and the events can be selected. Use that one: you can select the Bank and Program at the same time.

Sadly the Program names are not shown in the Event List.
