Default Item/track lock does not prevent from splitting items

Hi, issue is in title.

Locking items prevents from moving, fading, etc, but we can still split them.

An additional option is needed to block any interaction with locked items, so that they are really fully locked. Only unlocking should be possible.

It is not a new bug, I have tested older versions and it seems to behave the same.

This one has confused me several times, already.

Additionally, when moving regions locked items should not be touched.
