Default Windows Media H.264 export vs. ffmpeg

What's the difference between rendering H.264 video with Windows Media vs. ffmpeg? (Assuming I've already got ffmpeg installed and working with Reaper)
Does it matter?

The first one is faster (schwa's words). Not sure about the quality though.

Much faster, I can confirm, but on fast transitions - lots of movement or blend in scene transitions - the quality is not there. It seems to be using a CBR instead VBR.

You can use my program because you have frames encoded in H264 or H265. For h265, you will have to add extra code.
